Mr. LU Guoqiang, Director General Lu Guoqiang is the Director-General of Shanghai Intellectual Property Administration, P. R. China. He holds Bachelor degree of Laws, Master degree of Laws and Ph.D. degree in Management. He used to be Chief Judge in the IPR Division of Shanghai High Court, Vice-President of Shanghai Second Intermediate Court, and visiting scholar at Harvard University, the University of British Columbia, and the Max Planck Institute for Intellectual Property, Competition and Tax Law. Served as a judge over 20 years, he had heard and judged many IPR cases of national significance and published 5 volumes of books on IPR with over 70 papers. He was given the honor of "Shanghai Excellent Young Jurist", and was in the list of "50 most influential people in IP in 2009" by "Managing Intellectual Property" magazine. Mr. JI Zhenkun, Deputy Director General Mr. JI Zhenkun graduated from the Department of Chinese Language, Jilin University. He used to serve as the Deputy Political Commissar of the PLA Air Force Base in Shanghai. Since April 2006, Mr. JI Zhenkun has been the Deputy Director General of Shanghai Intellectual Property Administration and Director of the Shanghai Intellectual Property Development and Research Center. Ms.CAI Yonglian, Deputy Director General Ms. CAI Yonglian holds Bachelor degree of Laws and Ph.D. degree of Education. She used to be the Director of Comparative Education Research Office of the Institute for Higher Education, Shanghai Academy of Educational Sciences. And after she served as the Deputy Director of the Social Development Division, Shanghai Municipal Government Research Office, and the Director of the Planning and Development Division, Shanghai Intellectual Property Administration.
