1. Patent Laws & Regulations: Implementing the relevant national laws, regulations, rules and policies in patent aspect. Drafting and enforcing local patent regulations, rules and policies.
2. IP Strategy: Drawing up and implementing the Shanghai Intellectual Property Strategy along with relevant local authorities. Drafting and carrying out the local blueprint and working plans on patent development.
3. IP Guidance: Enhancing IP protection in key aspects, pillar industries, important programs and IP examination in critical economic activities in Shanghai with relevant local authorities. Organizing the implementation of the local IP Strategy. Guiding and Supervising the implementation & assessment of IP Strategy in local districts and counties.
4. IP Service: Improving public service on IP information; taking responsibility of establishing the local public service system on patent information; promoting the use and spread of patent information.  Building up the IP pre-warning mechanism; guiding and regulating the IP valuation work with relevant local authorities; guiding the IP aid service and IP arbitration.
5. Patent Management: Implementing policies to promote patent utilization & technology commercialization. Administrating patent technology markets and patent license trading. Counting, analyzing and reporting local patent statistics to the State IP Office of China (SIPO).  Taking responsibilities on receiving patent applications, collecting patent fees, providing consultation & answering inquiry, with authorization from SIPO.
6. IP Protection: Organizing and coordinating local IP protection, establishing IP law enforcement mechanism and launching the enforcement activities. Charging the patent protection work in local exhibitions & trading fairs, and in the rectifying and regulating of market economic order.  Handling and mediating patent infringement dispute cases and investigating acts of patent falsifying.
7. IP Training & Publicity: Carrying out publicity activities on patent laws, regulations and policies. Making plans concerning IP education and training in Shanghai.
8. International Communication: Sketching up local policies on foreign-related IP issues. Researching latest international IP development. Coordinating the foreign-related IP matters in Shanghai.  Promoting communication & cooperation with other countries together with Hong Kong, Macao and Taiwan regions in patent field.
9. Regulation on IP Service Sector: Guiding the development of patent service sector in Shanghai by formulating regulations on patent service agencies and supervising the association of patent service agencies.
10. Administrative Reconsideration & Litigation: Receiving requests for administrative reconsideration and dealing with administrative litigations.
11. Other Matters: Taking other assignments from Shanghai Municipal People’s Government.
