1、Shanghai Intellectual Property Service Center In March, 2001, the Shanghai Municipal Government approved the setup of the Shanghai Intellectual Property Service Center, an enterprise completely funded by the Shanghai Municipal Government and directly under the Shanghai Intellectual Property Administration. It is also the first special organization in China to provide public intellectual property services to the whole society. After several years of operation, the Shanghai Intellectual Property Service Center has formed an intellectual property service chain in the training, consulting, evaluation, transference and industrialization of intellectual property. Now Shanghai Intellectual Property Service Center has 46 permanent staff, 1 office and 5 departments, namely the general office, the promotion department of corporate intellectual property, the information department, the cooperation and exchange department, the project implementation and service department and the department of patent information analysis. In recent years, Shanghai Intellectual Property Service Center has attached great importance to the creation of popular, convenient and professional public intellectual property service networks and has formed the public service networks covering the intellectual property information service, intellectual property trade service, intellectual property consulting service, intellectual property appraisal service, etc. 2、Shanghai Intellectual Property Aid Center On March 27th, 2008, the name plate of the Shanghai Intellectual Property Aid Center was unveiled and the Shanghai Measures for the Intellectual Property Aid (Temporary) were issued on the same day. The center provides common consulting and special aid services. The former, which usually targets at individuals, enterprises, social organizations and foreign organizations investing or transferring technology in Shanghai, covers the information service such as answering the questions on intellectual property, recommending related agencies for the agency, evaluation, lawsuit, judicial appraisal, etc of intellectual property and protecting the functional departments, legal enforcement system and programs to maintain the intellectual property, etc. The latter, however, mainly faces the enterprises and social organizations in Shanghai, who may apply for the special aid when they need proper schemes or suffer from financial difficulties in defending the intellectual property or coping with the foreign or serious intellectual property disputes. The aid center will mainly put forward the reasonable aid scheme on the basis of the expert consultation. For those with economic problems, the aid center will launch the assistance by paying the service charge in advance. 3、Shanghai Intellectual Property Development and Research Center Fully funded and directly governed by SIPA, the Shanghai Intellectual Property Development and Research Center is an enterprise affiliated to SIPA. It adopts the contract system of employment and the working staff belong to the authorized size of public institutions. The major functions of the Shanghai Intellectual Property Development and Research Center is to carry out research on the intellectual property strategy and public policy and to provide IP-related information, policy suggestions, consultation on the decision-making, etc to the government departments or enterprises by making full use of the domestic and foreign intellectual property research forces, gathering a group of top-level experts and forming a research network. |
